CAPEX assessment and benchmark for the United States market. Standalone lithium-iron-phosphate storage, installed cost and procurement target.

A 2-hour standalone BESS of 100 to 250 MWac reaching COD in Q3 to Q4 2028 benchmarks at $975 to $1,145 per kWac. Budget at P90, target the mid, open at the low.

Observed
Summary

Six findings for owners, developers and procurement teams

Basis of estimate

Built at 30% engineering design, the level needed for budget authorization (accuracy of ±10 to 15%). The ~$25 M gap between low and high reflects owner decisions on scope, schedule, supplier tier and commercial terms.

Key Findings

1

A $/kWh figure is meaningless without its denominator and scope

The same project is $553/kWh on POI energy, $414/kWh on installed DC energy and $310/kWh once substation, owner's costs, tax and contingency are removed to match an index definition.

2

Half the project is a commodity purchase, half is engineered work

The AC block (47.7% of CAPEX) converged within a 19% band across four suppliers. Civil, installation and substation scope diverged by up to 150%, which signals unclear scope rather than a market range.

3

Commercial terms vary more than price

Four DC block suppliers quoted within a narrow band; the differences sat in LD caps, degradation guarantees, warranty exclusions and payment milestones. Tier selection is a credit and warranty decision priced as an equipment decision.

4

Site and package readiness set estimate quality

Geotechnical data, 30% civil design and owner-issued quantities turn site development from an allowance into a ±10 to 15% estimate. GSU transformers (130 to 160 weeks) and HV breakers (100 to 125 weeks) now drive schedule more than batteries.

5

Regional spread is about $150/kWac

SPP is lowest ($925 to 1,025) and CAISO highest ($1,075 to 1,195), driven by land, labor and interconnection complexity rather than equipment.

6

Budget at P90, target the mid, open at the low

Authorize at $1,217/kWac, settle at $1,050 to 1,110 and open at $975. Restate every bid on a common basis before ranking.
